It's an opinion.. many people think so..
he still has some work to do but he has become
a cultural phenomenom.

By the time he dies, I think he will be.
He needs to tour more countries, like Japan and places to get big around the world.
But as far as the greatest rapper alive. Yes, he's the greatest ARTIST of ALL TIME.
