I think the only thing they would be able to do is have whoever is visiting him tweet whatever Wayne tells them to... I seriously doubt he would be allowed to actually bring a phone into prison so he could use Twitter... Lol

Yeah he probably can. Most people that are in a low security prison can use a computer. I talked to a friend of mine all the time on Facebook while he was in prison for selling coke lol
