Sample clearance, label waiting for the "right moment" ( which is totally bullshit ), and sometimes album gets restarted from scratch. Any reasons I'm missing?

Tbh "waiting for the right moment" is a very good reason. A label doesn't want to release an album that won't give profit, if Tha carter 4 got released in may 16 2011 it won't sell shit (maybe 300k first week). Pushing it to augest 29 (with the vmas) putting out a mixtape and how to love (with video) gave the album a lot of hype. So yeah... Lol

Since C4 has he said he's actively workin' on IANAHB2 or Rebirth 2?

I think IANAHB will be a series of mostly session songs and shit anyway. Way back when Mack said Wayne was already done with like 12 songs...

Well, most of the time it's just plainly bullshit. I mean c'mon, they were trying to delay Tyga's album just when Rack City was doing great on the charts! That's downright dumb as hell.
