I love how everyone tries backing up Wayne saying he's not high. How the fuck do you know? His probation doesn't require drug tests, so Wayne is most likely getting high on the low. The dude has enough money to pay his way out of a drug test if he is ever given one. And there's been a couple times where Wayne was definitely under the influence of something recently.
