Because it ruins the album, if it's a leftover sure, but a track from the album means that either the entire album will get pushed back or that the entire album will leak.

Think about it leaks are one of the main reasons Wayne doesn't try anymore.

I'm wondering the same thing, C4 was really well done leak-wise because everything was done in-studio they said, no verses or songs sent through the internet, maybe they were too lazy with IAHB2 because it isn't as highly anticipated as the Carter series.
