RIAA tracks sales but only gives certifications if the label pays them to do so. For example, 50 Cent's "The Massacre" (or maybe it was Get Rich Or Die Trying?) has sold 8mill+ copies to date but is only certified 6x platinum, because the label only paid for those 6 platinum plaques
