People laugh when they are uncomfortable in order to avoid social awkwardness though, definitely does not mean he was okay with it. Honestly this is how a lot of sexual assualt happens to begin with, people act like they are comfortable when they aren't to avoid being perceived as rude
It would never be okay to talk that way to a girl who had that type of experience as a child. Should not be a different standard for guys
