i went to a music store in tallahassee about 2 weeks ago and i was looking at the lil wayne section and they were selling mixtapes which you can get for free online like dediction 2 or the drought is over for like 10 bucks.

The ones you saw were probably official mixtapes put out by Wayne. Did you see Drought is Over or just Da Drought?

I live in SoCal. I went to the Best Buy here in West Covina Mall. I saw something very similar. It seemed liked an unofficial mixtape, it even had tracks 1 or 2 tracks from No Ceilings. Then again, when you go to the Bestbuy website, you can purchase all those fake mixtapes.
