I think Wayne does have the current best flow. Last era Tupac did. He had a powerful voice. So people listened. Wayne has a weird voice that make you think at first.. Who is that? Then you hear him. Usually the pot-heads or druggies get attached to the new Wayne. Cause he spits off the walls type shit while saying shit you need time to decipher, and make you say, 'What the fuck he just say? Let me rewind this.." While the oldschool niggas bang Carter 1 & 2. And live stuck in the Hot Boyz & 500 Degrees phase.

But IMO I follow Wayne. Wayne spit Young Money fire.. Not Cash Money flame.

If you mean right now, I'd say no.
If you mean in the past couple years (Carter 2, Drought 3, etc), I'd say he'd probably be tied with Eminem.
If you mean all time, I'd disagree fully.
