The first 3 Carters have been 18-19 songs (not including skits) so I'm expecting this one to be 18-19 too

carter 3 in total (including deluxe) had 25 songs. so i expect at least 20 tracks

No it didn't. Unless you count The Leak as part of Carter III. If you count all the songs from all the various versions I come out with 21 at the most

well the leak was part of carter iii because it was in deluxe. and the special target edition had "action" and "whip it".
itunes had "prostitute 2" and "lollipop remix".

so in total 9 bonus tracks + 16 tracks = 25
