No, they're not. Most of what was made in the 90's as far as music are classics. They way songs were made took time. You didn't have FL Studio or whatever at your hands & made a beat in a day or so (cough Lex Lugar). It was a long process, and imo, it made the music that much better.

I still listen to todays music, but again, 90's > 95% of todays Hip-Hop.
