No. On Mixtapes Wayne (and most rappers) tend to Rap on other peoples beats. All he's saying is that he'll send the beat to him so Wayne can murk it on his next Mixtape. No shot at all.

It's not a diss but Jay-z could have been dropping a subtle shot at weezy for his use of autotune. I might send this to the mixtape weezy is not really a shot but rather a hint that he wants him to remix the song as weezy has always been a fan of jacking Jay-z beats (Dough is what I got).

I always took it as:

"Wayne's better on his mixtapes"

Not really a diss but like saying he never bss on mixtapes where as he might bs on something else (See: Dirty Dancer (Remix))
