I imagine he said that because he looked up to Jay alot of his life as alot of dudes looked up to Pac.
He could've said Wayne instead, but it would've been a little akward.
Jay-Z is probably a legend to Drake, while Wayne is more of a best friend.
Regaurdless of what Drake says about Lil Wayne being a legend and shit, and whether you believe it true or not, he does that out of respect and to show Wayne love.
I've picked up that Drake is a very tasteful dude, and is very savvy overall. He knows what to say to make it sound perfect.
If you watch a Drake interview, he makes every word sound correct.
Drake knows what he's doin', and I imagine he doesn't regaurd Wayne as highly as he often claims he does.
