This is quite subjective, your speculations lay on a value judgment which will always be affected by your opinion. In other words there's no possible way to state who's the best since music ain't supposed to be a competition tho you can take some standards for you to make a more objective speculation, there are for example the sales, the lyrics, flow and that kind of stuff.
For examplem, IMO Drake's way much better than Weezy lyrically, Em's flow is simply outstanding and Tyga's voice own, but Weezy's still better after it all plus he delivers like a motherfucker and his punchlines are incredible.
