This was a mixtape recorded by Wayne in late 2007 - early 2008. It was hosted by DJ Mick Boogie (Also hosted W. Carter tapes) and focused on Wayne rapping over New York beats.
"Sunshine" off Nicki Minaj's "Sucka Free" mixtape was for this tape. At the end of the song Wayne says:
"Hello Brooklyn! Mick, I told you we was gon' do it baby"
Also it can be assumed the original "Hello Brooklyn" by Lil Wayne & Talib Kweli would have been on this (Wayne speaks on this song in the Come Up DVD). Wayne gave the song to Jay-Z (which is why it is titled 2.0), but was saving a version with him as the main artist, featuring Talib for his own release.

Here's an MTV article on it:
So there's also a "Juicy" freestyle that is yet to surface.
Also, Wayne re-made "Who Got Da Props" by Black Moon. A snippet of that song, which features Buck Shot of Black Moon, leaked online in 2008 (track 17):

Also the newly leaked "Let's Ride" Feat. Sean Kingston in my opinion, seems to be for this mixtape. It is a very popular Brooklyn beat, and seems to fit the theme of the tape
In Mid-Late 2007, Wayne and Birdman shot the video for "Pop Bottles". During the behind the scene video, at 3:08:
Wayne says "I just did the Sean Kingston remix - You're Way 2 Beautiful" referring to an unreleased remix of "Beautiful Girls" by Sean Kingston. As we know, at that time Wayne liked to trade features. So in exchange for doing that remix for Kingston, Wayne probably asked for a feature - which would of been Let's Ride - as the era's line up.
TLDR: Wayne and Mick Boogie were working on a mixtape of Brooklyn instrumentals in late 2007 - early 2008. It was probably scrapped to give Nicki some shine. Songs believed to be for the tape:
Lil Wayne - Sunshine (Remix) Feat. Nicki Minaj
Lil Wayne - Who Got Da Props '08 Feat. Buckshot*
Lil Wayne - Juicy*
Lil Wayne - Hello Brooklyn (OG) Feat. Talib Kweli*
Lil Wayne - Let's Ride Feat. Sean Kingston
* denotes unreleased

"I'm redoing all the old Brooklyn artists," he divulged. "[Mick's] got some old stuff. So old, he had to send the originals. I don't know what them songs are. I had to listen to them a trillion times, then do it. Nikki Menage, my artist, [and I did] 'Sunshine' by Jay-Z and Babyface. We did 'Juicy.' It's sick." ...
