I really need help with this, how do people put a picture on the end of every comment they make ? and how do people make them move and add graphics to them ? also how can i cut a part on a video and put it ? i really want to know how to cut a part from a video and do it ...

It's called a signature and you can change your signature in your account settings.

To put a video you need a way to convert a part of a video file into an animated .gif file.
