I've got DJ Ill Will tags saying "LilWayneHQ.com". If I added them over an exclusive Wayne track, it doesn't mean the song will be appear on a mixtape from HotNewHipHop.

This is what DJ's do. They record shouts for other people.

Maybe if the Drama shouts were saying "D4" or "Wayne" etc on the song, then it would be different.

I want songs like La La La, I'm Me, Gossip, Killing Me, Pray to the Lord, Hustler Musik, Dear Lord, Tie My Hands, Shoot Me Down, DontGetIt, Playing With Fire, Let the Beat Build, Trouble, Something you Forgot, How Can Something, etc.


Anything else is unacceptable.

My advice would be not to expect that for this album. I think this album is gonna sound different than any we've ever heard. His flow is way in left field right now and I love it. Can't wait for IANAHB II.

We really don't know what songs were going to be on Tha Carter IV; we only know some of the songs intended for Tha Carter IV. Wayne records hundreds (I hope he still does at least) of songs for every album, so there is no way to say that Told Yall was definitely going to be on the album regardless of the fact that a later version of it leaked with C4 tags.
