The negativity that has been thrown his way recently, even by his fans has to have a lot to do with it. He's showing all that doubt that he still has it and he's still the best rapper alive.
I think it's because he feels like has something to prove again.
In 2001 he really started to get serious about being "The Best" and he worked hard up until 2008 putting out high quality material to really get that title. My personal opinion is that after that 1 million he probably thought "It's undeniable I'm the best now, there's nothing else to prove, I'm at the point where I don't have to try anymore" and he got too comfy; so for the second half of 2008, 2009, 2010, 2011, and the first quarter of 2012 he slacked. Even though he's always been mainstream I think that what he catapulted into in 2008 kinda ruined him.
I'm sure he's aware of the high amount of negativity he's been getting since he put out IANAHB (sure people always said "Wayne sucks/is garbage/etc. before that, but after this people started laughing at him and taking him as a joke). And after hearing a non-biased opinion (for probably the first time) (that interview) he feels like he has something to prove again and that he has to try and hold his title as "The Best Rapper Alive" and tbh I think that's the only reason he said that line in Banana Clips.
Just my opinion
"Armed and dangerous, rich and famous, young and restless
Guns and stretchers
Cristal and dubs for breakfast
I just got one suggestion - none should test him
'Cause cuz get hectic; send one through your sons intestines
Glocks knock lungs from chests, you get the portrait?
Bodies piled up on porches, it won't be gorgeous"

I think you're right. He felt he wasn't the best anymore.
Like in this vid he said he felt he was slippin'. LIL WAYNE - NO CEILINGS STUDIO SESSION -BRAND NEW - YouTube
I remember after Rebirth everyone said he sucked, then he dropped No Ceilings and shut a lot of people up.
I think we're seeing that Wayne again.
