Well, hip hop was different at the era.

A better way to put it would be = What if Pac & Biggie was rapping in Wayne's era? =

Pac & Biggie i'm sure would have eventually gone mainstream like Wayne, unless they want to end up like Nas.

I don't think so. Cash Money was basically doing the same thing when they got mainstream in '97 as they were doing prior. I don't think Big and Pac would've affected them in any way
"Armed and dangerous, rich and famous, young and restless
            Guns and stretchers
            Cristal and dubs for breakfast
I just got one suggestion - none should test him
'Cause cuz get hectic; send one through your sons intestines
Glocks knock lungs from chests, you get the portrait?
Bodies piled up on porches, it won't be gorgeous"

Well, then maybe the New Orleans "bounce" style would be more popular I guess

Wayne is Wayne, he wouldn't have let them affect how he rapped.. But he did say he looked up to Pac, so he probably would've tried to reach out to him on a song.

wayne would still be the best rapper alive
2pac and biggie are so overrated
most people who say they are a fan cant even name one of their albums
they just like them because they died
                    sad but true unfortunately
