Yes tobacco in cigarettes, I over simplified. Reason being is that the phrase "smoking tobacco" is more closely a associated with a hookah, a black and mild, a blunt, ect, than it is with smoking a cigarette.

Anyone who smokes blunts would know that there is tobacco in the paper that blunts are rolled with, so the answer to if Wayne smokes (or has smoked) tobacco would be an obvious yes.
