Every single legend of hip-hop has had their tipping points man. There isn't a single artist you can say that is out today that you can say never really fell off, but they still make dope ass music and people enjoy it.
Here's a list of a bunch of legends and their fall off points/peaks.

            Legends
            Kanye West - College Dropout
            Eminem - Marshal Mathers LP
            Jay-Z - The Blueprint
50 Cent - Get Rich or Die Trying
Lil Wayne - Tha Carter 3
            Nas - Illmatic
            The Game - The Documentary

EVERY great artists have their peaks and tipping points. We are currently witnessing Drake's, Kendrick's, 2 Chainz, and A$AP Rocky's peaks right now.

People move on and they enjoy the music that is released. We should not compare shit and end up saying shit is garbage. If you actually listen to IAHB2 and only think of Wayne after jail, then it is a pretty good album that is fun to listen to.
