Its very hard to even compare. People belittle the shit Wayne done and people over-analyze and overrate Pac to the fullest. If Pac did not die in his prime, NOBODY knows where he would be. Would he have took the Wayne alternative and stayed big? Would he have followed other interests like Snoop? Would he have became inactive like Ice Cube? Would he have became a huge businessman like Jay-Z/Birdman? Nobody knows.

What we do know is that Wayne's accomplishments and milestones are NOTHING to joke about or belittle... especially considering him being only 31. It's crazy and phenomenal all the shit he's done, and the funny thing is that he's only but a few years older than the "new school" rappers such as Kendrick, Drake, etc.

One thing he does have over Pac for example is flow, wordplay, and work ethic, as well as versatility. Any other factors are hard to decide such as story-telling. Both had deep story tracks. And both had politically conscious tracks, although I'm sure Pac had more, while the only one from Wayne regarding politics for the whole track would be Georgia Bush, which is definitely not a track to laugh off at all.
