Of all time no, C2 is in the top 10 of the 00s, its very hard to have a top 10 of all time tho, with all the albums like Enter The Wu Tang, Illmatic,Ready To Die,Paid in Full,Low end Theory,Lifestylez ov da poor and dangerous,The Infamous,Me against the world,Straight outta Compton,Moment of Truth etc.Its just all a matter of opinion,but generally rap fans (not just only Wayne haters) dont consider C2 or C3 top 10.
