Condoms are made of latex which is rubber so "Safe sex is great sex, better wear a latex" means sex is better if it's safe so wear a condom.

"Cause you don't want that late text, that I think I'm late text" means you don't want a text in the near-ish future from the girl saying that her period is late therefore she may be pregnant.
