I don't know where they got this idea that releasing like 5 songs in a year would build hype. It's because Wayne was like a bloody tsunami with all the songs leaking and all the features in the C3 era that he became so immensely huge, there was something for everybody. Now nothing leaks, okay... but drop more than one song every two months.
