    Not exactly. It was confirmed to have been sent to Drake. They didn't mention NWTS.

              I think Believe Me was the song that Drake and Wayne worked on for NWTS. After they worked on it, Wayne wanted it for CV and asked Drake for it and he gave it to him. That's why Wayne wasn't on NWTS. And it also seems like Drake added his first verse and Wayne added his first verse after they both found out it was gonna be on CV. Drake's because it was a Weezy dedication and Wayne because he stepped his game up hard.

                      Trust me I know this. It was the song weezy and drake made for NWTS but was cut right before the album was due. Drake recorded a new verse which was the second one after November.
