Overall I think the reason why C5 has been held off so long is along those same lines as well. Birdman was looking for Wayne to give the public at least 2/3 pop singles with some staying power to generate buzz among the mainstream audience to purchase C5. Believe Me was dope, but it didn't really "hit" the mainstream audience like say 6f7f or How To Love did. It's pretty evident that with Start A Fire Wayne was trying to reach that audience but it failed horribly. Same with Krazy - tried to emulate that 6f7f sound but only to a sub-par degree.
C5 could honestly be the dopest project of Wayne's whole career, but until he gives the audience a high-charting pop single that generates buzz, Birdman ain't gonna budge. C5 ain't only captive because Birdman is a greedy asshole, but also because the label knows without any charting singles the album won't perform well sales-wise. Now obviously WE ALL know regardless of singles or not, Wayne will sell. Hell, Beyonce did that surprise drop with no single promotion and she still sold millions. The label and Birdman just don't care and would rather cash checks from a few high charting singles AND a highly anticipated album instead of just an "album" ya feel.
Either way, I personally don't see this situation getting solved any time soon. Wayne doesn't care anymore about making pop music with 5 minutes of fame singers and would rather make dope shit like D6 instead. For the fuck of it, Wayne should just test the water and drop either the Bieber, Ekko, Lamar, Minaj, or Timberlake single because those will perform well just with the features alone.
