Jay. If you listen to the way other artists (even Wayne) talk about Jay it's like he is the messiah of hip hop. Kanye, The-Dream (check his credits), Dre, Em..
Wayne's legacy will be entirely based around his mid 00s mixtape work. he turned the mixtape in to an album, and his work ethic was inspiring to a lot of artists. Since No Ceilings though he has fallen off majorly, like a lot of artists. He won't be remembered for longevity or lyrical ability or anything like that, but during those golden years from Carter II to Carter III he was the greatest rapper in the game.

Top 5 DOA def. Nas Jay Em Big Pac, in no particular order. Outkast will always be remembered, as will Mary J Blige, 50 Cent, Ja Rule (he was too big not to remember, during an era when hip hop was huge), and of course Lil Wayne
