It's actually a double entendre.... he means girls gets his number like phone number / getting someones number means having an advantage over them or having some influence on them. so it means both phone number don't change and he doesn't change his mind

I don't get it..

I now believe I'm wrong, but I always took at as though he was playing off "bawl" as in to cry or sob. It's something attributed to people more in touch with their feelings, people like women and gays. Bald seems like a stretch to me personally, usually he's more exact in his lyrics, but it makes a bit of sense. I think the the WNBA interpretation is the correct one now, FWIW.
