"Jumped on the celly.. Called Makaveli. He said he was gravy, I said I was jelly."

Gravy = Makaveli was in the grave.
JELLY a.k.a 'Jail-ee' = Wayne was just incarcerated.
Tha Carter IV vs. Watch The Throne ???

              Eightball:

An eighth of cocaine (this looks like a bit more than an eighth but you get the idea):

He keeps the 8 ball of cocaine to sell like how a pool table always needs an 8 ball in order for someone to play on it
"Armed and dangerous, rich and famous, young and restless
              Guns and stretchers
              Cristal and dubs for breakfast
I just got one suggestion - none should test him
'Cause cuz get hectic; send one through your sons intestines
Glocks knock lungs from chests, you get the portrait?
Bodies piled up on porches, it won't be gorgeous"

                    that is just dumb

it nothing smart at all. he call mack maine and he said he was gravy which means good.
and wayne said he was jelly which means That state of being jealous in a non-serious and playful manner.

Now that is just dumb. You have to be in the state of mind Wayne was in.. at the time of recording. I always deciphered his lyrics on drugs..

Why cause his most confusing music doesn't make sense to a sober mind.

Mack-aveli?? That's dumb. It was a genius line linking his status to the late 2Pac a.k.a Makaveli.

Plus Riker's Island where Wayne was locked up... guess who else was locked up there about 94' or 95'...?

Makaveli. It all makes since. Wayne isn't simple-minded..
