In the 2nd line he says "Young Raekwon im a chef....." Raekwon or Raekwon the chef is a rapper from NYC and Hell's Kitchen is a neighborhood in Manhattan. He's saying like Raekwon he cooks drugs up in Hell's Kitchen.

in american football fourth and inches means that it is the fourth down of a play and they're only a couple of inches from the goal.
