But who benefits from keeping heat in the vault? So, either Wayne has payed for the beat, created an entire song and has no reason whatsoever to not release it, or the producer still owns all the rights, since it hasn't been released and can offer it to another artist.
Is there a reason to not release completed songs? This is mixed and mastered and the beat paid for (probably), let people stream it and generate money.
