Start a fire was definitely supposed to be on C5, hence its inclusion on Part 1 of the track list. Granted, it wasn't official or anything, but I always noticed that they did take that trash Krazy off C5. So maybe that was a promo single, like Off Day.
I always viewed Start a Fire as the final nail in the coffin before C5 got shelved. If you subscribe to the fake beef theory I've been pushing since 2014, it makes sense. Start a fire was the most try-hard "hit" I ever heard. It was so over the top. But there was no soul at all. (the beat wasn't bad)
Anyway, I think that was the moment they bailed out of the original C5 plan. Believe me was a street single, I guess, but that basically fell flat. Krazy was put out as the A Milli, 6'7 type lyrical freestyle single, but it wasn't even in the same universe as those two tracks. That bombed too. Ditto Grindin, Gotti... In the end they used what they probably felt would be a massive single: Start a fire. That failed too.
I think that was the moment they realized Wayne's name might not be as relevant as it was in 2011. They correctly concluded that the odds of a rapper regaining relevance by pummeling the public with so-so singles was not going to work, so their best bet was to cut their losses and focus on LEGACY work; make C5 the new Detox, but actually put it out to massive sales.
