Probably an old artwork. Cause Rick Ross is still bald over there and he got hair on his head for some time now

Maybe, but it's one of two things. The artist wanted to capture how people remember Wayne when he comes to mind, or they don't want him looking trashy with his current hair. This isn't just a one off thing, there's loads of animated/drawn artwork with Wayne on it. I doubt they're all old.
