Jay-Z has nothing to do with this. His clearence isn't the hold up. In addition to clearing the original beat, the samples in the original beat have to be cleared as well. Both "Run This Town" and "DOA" have samples in the beat that need to be cleared - and I guess they couldn't.

It does but the external sample on that (Isley Brothers) must of been easier to clear. Each sample is different
