I think Drama has collectively better songs, People really only started getting big on Khaled because he made himself into a brand, sure he has hits that were put to radio and the tops of charts, but Drama did more for the grittier side of music, mixtape after mixtape, artist after artist, all that stuff was given out free for the most part. Drama will forever be relevant for what he did, but Khaled has more relevance because he capitalized on his energy and the meme and being a face in the industry.
