Oh true I didn't even realize that but it hasn't done anything wrong to consider spam yet. It's like a cop can't search a house unless a warrant is issued, you can't consider a spammer yet because she/he/it hasn't committed any true spam yet, it has only been asking some rely strange/noobish questions that arent thread worthy.
