When Wayne signed all the YM artists, he didnt look for out and out talent and skill. He looked for potential, type of artist and persona. Its like managing a professional sports team, you sign players hoping to fulfill their potential and then you cut them if they dont perform(not like waynes dont that). Wayne could have a stacked YM roster if he wanted, but its not a wise business decision so he looks for young upcoming potential artists instead and he develops them.
GOOD Music however seem to picked by experience and talent and what they achived, so thus you see the whole roster stacked with 40yrolds and obviously better in talent.
