How to create Dedication-like Mixtape Cover?

I was wondering if any of you guys could give like a step-by-step breakdown of how to create a Dedication-like Lil Wayne Mixtape Cover. I have Photoshop, but I'm pretty new to it.

For example:
dedication3.jpg dedication-2.jpg

Any help would be appreciated...thanks.
