Thats The Drought Is Over Collectors Edition, the one we are getting is TDIO7CE,

and the thing around his neck is a black sign with white letters saying his Jail Number

its called TDIO7CE cause its maybe the last one, wich I doubt, but its cause we haven't had one in a year or 2 now

Most "Collectors Edition" mixtapes are available for purchase and they come with a dvd. Take Hottest Nigga Under the Sun for example, and The Drought Is Over was also available for purchase and it came with a dvd with all of waynes music videos
