Ranks and Stars by Usernames

Sorry if this has already been asked or is annoying but my newbie self doesnt understand what all these stars are by peoples names and what they mean. Also how are these ranks given, for amounts of posts or what?

the more posts you have the higher your rank will go

the more rep you get the more stars you will get
