Trouble accessing the Download section

Is there some sort of delay or anything to accessing this part of the boards?

I'm at 30 posts (I think?), 31 now with this one, and my little heart would love nothing more than to gain access. I've tried logging in/out, closing my browser, clearing browsing data, etc.... Anyway, I don't ask for help often but I guess I'm asking for help.

There can be a delay of up to 15 minutes to allow access after 30 posts.
