Put the link of the picture in between the image tags. Those tags are found next to URL and List when you go to edit your signature.

This is what I do:

1 - Find my picture on Photobucket. I typed in 'Tyga' in the Search Bar.
2 - Save the Picture to my Computer
3 - Go to http://www.tinypic.com and upload the picture
4 - When you upload the picture, you might need to re-size it, if you think it's too big. (You don't want a big Picture it's distracting). To the right of the Picture you uploaded, there should be options on what you want to do with your picture. Click on 'IMG Code for Forums and Message Boards'; should be highlighted and copied directly for you, but I would copy just in case.
5 - Go to User Control Panel on here and click on Profile; click on Edit Signature
6 - Now paste your IMG Code in the box and you can customize it from there
