I think he can sing...
In his own way. I prefer it when he sings than someone like chris brown, he doesnt sound too nice, its better as far as im concerned. Same goes for Wayne without autotune, his voice doesnt sound "pretty" but he can hold notes and if not it still sounds cool. Thats my opinion.
