      Simple. They ain't got chart-topping hits anymore. US charts, to be precise. When they have one, Birdman will let their albums drop.
      Jay Sean is still doing big in Asia though... Can't say the same for Rudolf...

            Neon is the fourth studio album by British R&B singer Jay Sean, scheduled to be released on May 21, 2013, on Cash Money Records & Universal Republic.

            The confirmed guests include Pitbull, Lupe Fiasco, Lil Wayne, Pharrell, Sean Paul, Tyga, Busta Rhymes and Rick Ross and Nicki Minaj. The album was originally titled Worth It All but was later changed to Neon.

                Kevin Rudolf is working on his next album and Jay Sean have been struggling for another huge hit, it's weird none of them got huge tho.. they had numer one written all over them (2012, hit the lights, break ya back etc...)
