You can't predict someone's prime. There is no way to know till it's over that is why no one really saw Wayne's fall coming. Drake could stick around forever like Jay-z or just be a 3-4 year explosion like 50 cent. For all we know he could be about to enter his prime or on his way out.

Honestly speaking, I feel the longer Drake takes to drop that classic album, he won't be able to do one unless the next two studio albums are one. Drake is closer to a decline than Wayne was in his career. Why? Because of the reason you said. Since Wayne started off pretty much at a low point and his material during Hot Boyz days were dope shit, he had much, much to improve on to become the GOAT outside of the south, and then outside of the US. Drake however got into it at a much higher level so when Drake's skills improved over the years, it was impressive, but he didn't have MUCH to improve on in the first place. So in theory, Wayne had much more time to increase his skills due to how much he could've improved on from the start, but give that Drake doesn't have much to improve on, I feel he'll be out of his prime faster. Thing about Wayne was that the improvements he's made from the start til around 05-08 and even where he is today was such an unprecedented increase in one's skills that Hip Hop has ever seen. With that being said, it's nearly impossible for anyone to top Wayne's prime, but Drake is sure as hell the closest we'll get to it.

in everything,
what are we really talking about here, i know a great deal of people here see drakes music as flawless, but jesus. its like people havent heard any other records before drake started making music.
idk how drake started higher musically than wayne.... on comeback season.. or any other earlier tape...
than wayne being in the hot boyz and dropping the block is hot. which alll hiphip purist new york centric bullshit aside are very good albums. "musically"
cos drake draws influence from so and so indie band, and does this and that third doesnt immediately equate to him being more musically inclined than wayne, or his music being vastly advanced or something.
im behind drake having the longevity to be great, and his music, sonically is pleasing enough.
but drake is neverrrr everrrr surpassing wayne as a talent, or as a rapper... or maybe as a rapping talent, idk.
drake is good at many things, and hes the most calculated rapper ive ever seen.
but wayne is a generational rap talent, drake just happens to be great in some of waynes weak spots.
i always think of the age of these cats, look at all these new age rappers, 24, 25, 26, 27,
the kendricks the coles, the drakes....
wayne had already written the carter 2 by 22. and none of these dudes have anything remotely close to touching that level.
closest guys are blu and fashawn, and theyre never included n the conversation.

drake is definitely not far away from his prime. a rappers shelf life is short. not many make it past 3-4 with a lot of relevancy/hits. waynes carter 3 was his prime, and that was his 3rd album (ignoring the non-carters cause no one cares about those), he fell off after that. same for eminem (although he bounced back)
drake is either at his prime, or hes just barely passing it. thank me later and take care had songs that popped out as hits, and were on the radio literally 24/7. over, find your life, fancy, headlines, take care, the motto...
while i love nwts, i dont see any clear hits. i just dont think its as radio friendly to appeal to the masses, as his other albums. started from the bottom never took off too much, and im not sure what the other singles will be, but they dont have a club/radio friendly vibe.
so it depends who you ask youll get your answer. some might say take care was his prime. i think as growth as an artist, and musically, nwts is his prime. but it wont have the biggest hits.
he may have a solid album after this, but itll slowly decline with 3-6 bangers on each album.
