England had the best bid so why Russia and Qatar....You need a visa to even enter Russia I think so it's not exactly the most ideal place for a World Cup cause a visa can take 6 months to come through...

There's another reason for them picking those two and Qatar is packed with oil, Russia has oil and the best military on the planet...two obvious choices it would seem lol.
