Do you have Taskbar > Properties > Auto-hide the taskbar > On ???

Sounds like this but then if that option was on your task bar would be hiding at the bottom everytime you mouse goes off it and you didn't say that was the case?
If it isn't the case then try fixing it by moving the start bar to another part of the screen, then back to the bottom.
To do this Right click your desktop > Personalize, then on the bottom left of the new window it opens it will say 'Taskbar and Start Menu' click that. Then half way down the new window 'Taskbar location on screen:' change it to a different location e.g. 'Top' then press apply, then simply switch it back and press apply again and see if that works

Really odd man! Any issues I've heard of about this have been fixed by a simple switching of the taskbar location then back again. :-/ hope you get it sorted mate.
