Unfortunately, I think it is going to pass. One of the problems with Congress is that there isn't anybody from our generation in it. Mike Lee of Utah is the youngest member of the Senate and he is 40 years, 165 days old. That being said, the majority of them don't understand that our generation looks at the Internet as both a religion and a hobby. Ignorantly, when they hear something along the lines of anti-piracy, they automatically think it's a good idea.
