I know a girl you makes websites for people (layout, and installing wordpress, setting it all up and everything)

you need to buy a domain 1st. and then get a hosting company. unless you use one of these free boards for your site.

I can do web work, wouldn't be as good as this site but I can make forums etc... But I'd have to charge quite a lot for it to be done lol...

But if you wanna do it yourself I can help you out by telling you what to do

First step would be learn to code, I'd get a few things to assist you out to make it easier...HTML Kit, Cute FTP and then buy yourself a domain name.

All .com .co.uk or .net sites have to be purchased and registered to someone, and they don't come to cheap either. You have to buy a licence for it which will mean you own the site name for a certain amount of time, 1 year, 2 years etc...

You can use freewebs or invasionfree (forum style only) to make a free site but it will limit you to what you can do with the site.

HTML Kit will help you out with coding and what to do to get the site up and running, it uses in-program tutorials as well

Cute FTP if you wish to have external links from your site to a Word file etc... It makes placing the link quick and easy and only means you need to change a couple of words in your code if something needs to update a document etc...
